Law and order cannot be enforced from the ground up.
That is a false statement. In the US, and in many places, law and order was enforced "from the ground up", in accordance with established law and government.
Police forces are a late comer to the game, although they are generally helpful.
The important factors are morality and civic duty, without which police forces just devolve into tyranny.
I have heard the police referred to as uniformed crime scene investigators.
Meanwhile, self- defense and citizens taking matters into their own hands is vigilanteism, being demonized by the left.
They WANY the anarchy and lawlessness. It puts them into a position of power by their meaningless promises of offering law and order to provide security for the masses.
I took it to mean that enforcement has to be implemented at the DA and in the courts.
