When I was an undergraduate, the university got taken to court, and lots of bad press, for towing student cars that were illegally parked. The issue was it worked out to like a $350 minimum fine in 1983 dollars to get your car back. And the holding yard was literally in the next county 30 miles away. So, if your car was towed, how could you get 30 miles to retrieve it, assuming you had $350 IN CASH to get the car. If you waited until the next day it was $100 more. Since the towing company started their day at 4:30 PM most of the time, you paid $450.
So, unless the car was in a fire zone, they changed from towing, to a sticker that covered the windshield. It said, “This is not an authorized parking space for your car.” You could get it off with a scrapper or razor knife but it took about 45 minutes. They got in trouble for the stickers as well.
