While it is true that this should never have been proposed in the first place, it actually was first proposed back in 2015. No action was ever taken on it.

It was also struck from the legislative agenda by the sponsor a couple of weeks ago.

So, it was originally proposed back in 2015 in case of arrival of people who carried Ebola. It was never ratified, and automatically came up every six months since for a vote. The sponsor of the bill has withdrawn it from the calendar. End of story.
