Browser customization is strictly via addons/extensions and the creators of them create for purposes they desire. I’ve never found one I like for tab management so I use multiple browsers. I hate using a Mozilla product but firefox is the only browser that allows scrolling horizontally and prevents tabs from becoming so small there’s no text visible. Other browsers just keep shrinking them down so small they’re useless. I also run Waterfox and it’s my preferred browser because they’re kind of anti-Mozilla - pro-privacy. https://www.waterfox.net/
Yes, Mobile First is the current design preference for all things web because phone usage has surpassed PC. Some desktop programs are even taking on the look of an app. That’s progress for ya.

Well, Google thinks otherwise, and it seems the best you can do with Chrome is install Proper Menubar for Google Chrome but which just adds another icon someplace near the "hambuger." Yet Firefox and Vivaldi both enable it. Which browser are you using?
