Yes, agreed. I could only find a claim of 15% vaccination in Uttar Pradesh in October 2021. I didn't rely on it as no doubt there is a later figure out there somewhere.
However it's clear that by the standards of the ultra-jabbed regimes of the UK or Israel - or poor old Gibraltar with its eye-watering 100% coverage - the vaccination rate in Uttar Pradesh is very low.
