At the time the Constitution was adopted a wife automatically took on the citizenship of the husband so Eric’s mother would have been a citizen and he would have been an NBC.

But laws on citizenship changed. Since wives now do not automatically assume husband’s citizenship, the original meaning still stands. Jus solis and jus sanguinus. ParentS who are citizens. Any changes to the Constitution need to be done the hard old way.
