There is going to be an unintended consequence here as these are used in massive numbers on jobsites and emergency responses. Manufacturers or buyers are just going to boost the engines in question OVER the cutoff horsepower.
People race motorcycles with built Briggs and Stratton 2 cylinder riding mower engines developing near 200 horsepower. How hard do you think it will be to make the 8-12 HP Kohler in the camper, or 6500 KW job genny, push 20 HP?
