I find cars driving in my blind spots all the time. Does that make it legal for me to make an unsafe lane change and hit them?
Cops and others have been shot, some multiple times, and were able to return fire. Happens all the time

I have no experience with Florida Motorcycle Man, but not quite 10 years ago my son & daughter-in-law were moving out of California. She and my son were in her car behind her father and me (driving the Penske) on the freeway east of LA doing 70+. All of a sudden she zoomed by and disappeared off in the distance. Being in the age of cell phones we heard her say, “A motorcycle hit me.” She was following the cyclist to get his licence number, but was not successful. Her car dates back to steel bumpers and still has a large dent where the cyclist banged into her vehicle. How he survived doing that in traffic, I don’t know, but the physics of high speed rotating wheels must be such that it kept him upright.
I suspect what if anything the Florida Man did to rile up the hot tempered lady will never be known. It is not likely that the witnesses would have observed that. The investigators need to examine the rear of her car.
Florida does not allow lane splitting/sharing like CA and one other state does.

Doesn’t matter what the other driver was doing - when she ran from the scene instead of stopping she became a felon.
