Epps was caught on film repeatedly urging people to march into the Capital. This was all Epps would talk about on at least three different events. He is also on film whispering something to someone who then marches up to attack a barricade which starts the actual trespassing event.

And yet, Epps has never been charged with a crime. Leading several people on the right to think he was an FBI agent instigating the incident.

Epps can be seen agitating the crowd to take the Capitol Bldg but the crowd wasn't buying it and shouted, "Fed! Fed!" instead.
