‘Filled’ means that there are inadequate staff. If for example a Unit has 10 beds but only 5 Nurses, then there are only 5 beds.
Have Health Workers in that area been terminated for declining the Vax? If that is so then the ‘full hospital’ situation rests at the feet of Hospital Administrators and Politicians.
