Get a credit card.
I’m in a tiff with Pay Pal right now. I ordered a 165 gallon out door deck box. FYI, that would be about the size of a desk. I received a box made from cardboard and fabric about 18 inches by 12 by 12. I sent pay pal a picture of what I received. They admit I didn’t receive what I ordered but in order to get a refund I must return the box to the seller. PP will refund shipping up to 30 dollars. I told PP they could send me a prepaid mailer. I’ve contacted my Credit Card company and they say I have no obligation to return the item since I didn’t order it. PP says they won’t refund until I return.
I’ve advised my wife to avoid PP in the future.
Not to divert or hijack the thread, but why is this a Paypal problem? You should be going back to the merchant that sold you the item - they should be facilitating the return and providing you with a shipping label and a refund. If they won't, then you do a charge-back on the credit-card you used via Paypal (assuming that's how you're set up to pay via them).
NEVER use paypal unless you fund the usage with a credit card , in which case NEVER deal with paypal regarding any problem, but deal directly with the credit card company: they’ll pretty much always issue you an instant credit and leave it up to the seller to prove otherwise ...
