I have never heard an explanation of why a photon of IR energy in one of the three narrow bands of wavelength absorbed by CO2 would not be absorbed anyway by the broad spectrum of absorption of the more abundant water vapor. If the amount of IR absorption is no different then CO2 has no effect.
