The Moon is closer, always has a view of Earth, can exchange signals and deliverables hundreds of times more quickly than can be exchanged between Earth and Mars, and is easier to land on and take off from.
On the Moon, solar power is a tremendous asset... In terms of the “bang for your buck” that you get from the Sun, the Moon is more than twice as efficient.
In terms of the elements that both worlds are made out of, the chemical compositions of the compounds we find, and the isotope ratios of the materials present, the Moon and the Earth have a common history. With the exception of the biological components found in Earth’s topsoil, the composition of the Moon’s regolith is identical to the composition of Earth’s crust.
But if we bring: a self-enclosed structure, the air necessary to fill it, the bacteria needed to properly enrich the soil...Simply crushing lunar rocks to make soil will be sufficient to begin the process of lunar agriculture.
In 2008, researchers went to test out the suitability of using lunar soil to grow terrestrial plants by testing out marigolds. When bacteria were added, the resulting plants were entirely healthy.
Rather than attempt to terraform an entire planet, going to the Moon would give us the luxury of terraforming only the area of interest, a little bit at a time, while we learn valuable lessons that could potentially be applied worldwide. For each world that’s out there, we only get one chance to do things properly. When it comes to the question of terraforming, we’d be mighty fools not to go after the low-hanging fruit first.

Just drill and seal underground compounds. You can filter the air with algae, avoid dangerous cosmic rays, and regulate the temperature pretty easily.

If you recall the society of “stranger” was a distopian
one with people having to live in fortified compounds
and drive armored cars...we are already there.
Anyway, the moon is within reach, go there first, settle,
then build a manufacturing base, and launch vessels to
the other planets.
We got to get out of this place before some space rock
wipes us out.

Until the technology is developed to create a resilient atmosphere on Mars, terraforming is out of the question...
First we would have to generate a magnetic field for Mars and increase the mass (gravitational field) of Mars...
This will be necessary to keep a useful (for us) atmosphere in place...
All the other issues like distance vs supply & travel, temperature ranges, soil composition, etc... are really secondary, IMHO...

Moon or Mars, gravity is still the #1 problem.
• Mars’ gravity = 1/3 of Earth’s.
• Moon’s gravity = 1/5 of Earth’s.
Strange things happen to the human body when it is in low gravity for just a short while. How will people last an extended time in low gravity? Will women be able to bear children in low gravity?
IMHO, we’d be better off building space stations (as in Babylon-5 or 2001). They could be rotated to produce normal gravity.
And, because we could build many multiple stations, we wouldn’t be putting all our eggs in one basket (a single planet).
The raw materials could be mined from asteroids—including water, which seems to be a common element in the universe.
But what will be the effect of gamma rays on man in the moon marigolds?
I used to be able to grow sunflowers like that.
Now the deer eat them.
