Ah, I disagree my friend, they could have been rehearsing the scene prior to filming it. I believe its a common practice.

If they were practicing the scene presumably Baldwin would have been aiming the prop gun at the actors in the scene. How did two no-actor crew members get shot while rehearing the scene? Were they standing between Baldwin and the actors while rehearsing the scene? The actors should have been shot not crew members.

You don't rehearse with live weapons. Weapons are tested on a range. Actors rehearse their part. They come together to do takes for the movie.
