I suspect you're right. When I first heard of the shooting with a "prop" gun, I assumed it was not a real one but rather a replica.
The more I've read, apparently they can be real guns to add authenticity to the movie but loaded with "blanks".
And from what I've read of blanks, they have no bullet projectile but rather a wad to hold in the gun powder then sealed off with wax. No one can convince me that the wad could travel thru and kill one person and injure another. It would have to be a live round someone inserted in the gun.........
So the question should be why a live round was in the gun and who inserted it.......
From the empty cartridge alone, authorities should be able to determine if it was real or a blank......

That’s entirely possible, given the Baldwin scumbag. I despise, loathe and hate him, so I’ve paid this event no attention. I’d like to see him charged, convicted and sent to prison, but that probably won’t happen. Everything points back to the armorer, on set. Chain of custody needs to be established and verified. Tampering by a third party, can’t be ruled-out.
As the one last holding the firearm, Baldwin is ultimately responsible for not carefully checking the weapon. Big difference between live round and a blank.

I suppose any knuckle head could make that assumption.
