But I couldn’t find where the congressman was talking about it, using that exact phrase. The congressional record is supposed to have the commentary on the bills.

I’m unfamiliar with the mechanics of getting the proceedings into the record. Is the transcription always immediate and made available within 24-48 hours? Senator Scott seems to have made those comments 48-55 hours ago, according to his press release. The process is probably something like - listen, adjourn, transcribe, give to proofreader/supervisor to confirm accuracy, seek approval from Senator Scott before entering into the record, formalize entry into the record. I have no idea how long that takes.
