Senator Scott seems to have made those comments 48-55 hours ago, according to his press release. The process is probably something like - listen, adjourn, transcribe, give to proofreader/supervisor to confirm accuracy, seek approval from Senator Scott before entering into the record, formalize entry into the record. I have no idea how long that takes.

If he said that on the 19th, the congressional record I found is the one for Oct 20th, so if it takes 48 hours to get in, then it would be in the one for Oct 21st.
