I’m unfamiliar with the mechanics of getting the proceedings into the record. Is the transcription always immediate and made available within 24-48 hours? Senator Scott seems to have made those comments 48-55 hours ago, according to his press release. The process is probably something like - listen, adjourn, transcribe, give to proofreader/supervisor to confirm accuracy, seek approval from Senator Scott before entering into the record, formalize entry into the record. I have no idea how long that takes.

I’m not sure how long it takes for the transcript to get in there.

If he said that on the 19th, the congressional record I found is the one for Oct 20th, so if it takes 48 hours to get in, then it would be in the one for Oct 21st.
