It was joke, as weak as it was. However, you do make a point. Maybe the extra energy is coming from another galaxy of beings who don’t have an EPA bureaucracy? If so, we need to export our tree buggers. I still wonder what happened to the Universe contracting, as was the theory at one time.

With a spectrometer. Gases emit different wavelengths of UV radiation based on their temperature.
Of course, that doesn’t really give you the temperature of the universe, just the temperature of that particular gas cloud, but I guess if you measure enough of them you can get some kind of average.
The only way this could have any local effect is if the temperature of empty space within our solar system increased by an amount that would reduce the ability of the Earth to radiate its heat into space. Since there is no gravitationally generated dark matter sources anywhere near us this is not a problem.
The only real problem is whether this effect increases the level of cosmic radiation in the universe. Our Earth’s atmosphere and magnetic field block most of this from reaching the surface where it could harm us but travelling through space would become even more harmful to life. It reinforces my contention that human space travel is suicide and spending money on missions to Mars for any length of time is a total waste.
