The hyperlink IN that article, which claims to have the rule, just goes back to a Sept. 9 story about wanting an OSHA rule.
The OSHA site itself only has a rule dated May or June.

yes ... it’s still off and still in speculative appearance ... me thinks the Southwest Airlines activities made them (appear to) push harder.
