They are stalling the freighters off the coasts to create shortages so businesses can raise their prices to cover the higher minimum wage.

I like your harebrained theory better than the image someone anonymously posted on Twitter showing some of the lower container doors opened and Chinese soldiers and citizens dutifully lined up seated on the deck.
