Jeez. I went digging too. Here’s as far as I got:

RUPRI is a think-tank made up of a network of colleges, and is headquartered in the University of Iowa. They are paid for by a special grant from the National Institute of Food and Agriculture, a department of the USDA. The NIFA is run by a new boss, Dr. Carrie Castille, who was put into that position by Thomas Vilsack, head of the USDA and a Biden appointment who also served for Obama in the same position.

After that, I gave up. When we start getting into governmental, non-governmental organizations, my head hurts. lol
