I never had heard the term either which is why I was like ‘huh?’. LOL
Some other people have confirmed that the info I found about the ID to carry a gun as a former LEO is what the Chicago PD was referring to. It appears to be a universal thing (LEOs who terminates while under investigation can be denied the ID from their former department).
Still, it sucks. Illinois is such a hard place to get a gun permit in the first place.
