Every business I’ve ever worked for did not accept credit cards with a name other than the user. I’d be surprised if you can use them with permission under any circumstances.

It might be a debit card...If he knows the pin, he can use it anywhere...

Could be he used the debit card to get cash at an ATM. That would also provide video to identify him.

At major gas stations where you pay at the pump requires just a pin number for a debit card and a billing address zip code for a credit card. Inside the store you put it in a card chip reader and the busy clerk usually never sees it.
