I agree to that but it seems to me that viruses would be low on the totem pole for preferred biological weapons. There are toxins that can kill people and animals within minutes but that will degrade to harmless a few hours later. Whereas viruses are capable of mutating, unpredictable and can hide in animal reservoirs for extended periods of time.
Hence the need for “vaccines”.
In war it is far better to inflict casualties on the enemy than deaths. Casualties drain resources trying to save them while the dead can simply be left. Also ‘By Deception Do Thou War’
