Why are they saying a person is unvaxed if they had the last shot more than 3 months ago?

What they are saying is after three months the level of antibodies in the bloodstream is so low that a "booster" shot is required. If a "vaccinated" patient is ill with a "breakthrough" case of COVID-19 without that booster, they will be counted "as if" they were not vaccinated.
It is a careful parsing of words that rationalizes gross distortion of the data.
