You’re correct of course but Laz’s point remains valid I believe.
Consider: many leftists (and uninformed others) believe the mask mandates, local or state, are “laws” even though they’ve never been passed by any legislature.
The same applies here IMO. I can see Biden (or his handlers) invoking the Act as Laz described because some states refuse to abide by federal “law”, even though again as you correctly note an EO isn’t a “law”. (It drives me crazy every time I enter a store with a sign saying “per state LAW, we require patrons to wear masks to enter”.)
So not outside the realm of possibility, that the Insurrection Act could be so abused. Not at all. Would it eventually get sorted out in the courts? Maybe. But once troops start moving in, who’s to say?
