From what I’ve read, and others here likely know the details better, is that in order for the FDA to approve of an actual vax, there are hurdles that must be gone over - certain kinds and lengths of testing, and if results are below whatever their standards are, no go. And tests for new drugs or vaccines take several years.
So none of these “vaxxes” can legally be approved by the FDA. So they got some beeyotch who works for the NIH (someone familiar, was it Madam FauXi???) to all of a sudden work for the FDA, and she “approved” it, but the fine print of the “approval” actually says that the emergency use is just extended. IIRC the wording or the approval of the EU was used.
Hopefully if I am missing vital parts or making up something, someone will correct me.
In short, they are lying mofos.
