Someone out beyond the trees and the board suggested it referred to an agency that didn't officially yet exist. That was a possible reference to what is now Space Force.

I'm just pointing out there is a distinction, imo, between “No Such Agency” & “NO AGENCY”
my question is more literal: if, NO AGENCY, then could it refer to MIL?
