It is existing law that has been updated:
See section 4, including subsections a and b; they are in black text, but section c “c” and “is” are green, and subsection “(2)” is red line-out with a green “e” in front, and in section c the “shall be” is in red line-out.
This is an —existing law— that has been changed to add the shot card prohibitions in green at the bottom.

In a Republican form of governmnet a bill is passed by the legislature and then signed by the governor.
I don’t believe this bill was written by DeSantis, or anyone within his admisistration.
He as governor has the choice to promote a bill, sign a bill, or veto a bill.
If there is a problem, it is in the state legislature.
