Are you saying the square brackets used by Q suggest control only by black hats? I’d have to review the [SCARE] interpretation if so.
From my (no doubt very limited) understand, [breackets] don’t necessarily indicate BH. Could be BH that are controlled or restricted, or other situations or people that are under control in some way. That’s what I have always understood. I took the [SCARE] event in that way. That was either known about beforehand by WH and thus restricted in some way or would be caused by WH.

But, that “control” is only a portion of what I see the brackets indicating.
