Based on that statement, this is not a vaccine. The data is showing that having taken the experimental treatment INCREASES your chance of getting infected, and infected enough to be hospitalized.
As for permanent effects, these experimental treatments are showing evidence of severe long-term and permanent effects and may make the individuals more susceptible to every new strain the treatments helped make.
