If the county people didn’t have the passwords, it couldn’t have been the county that posted them on the website.
If the county people had the passwords but only the SoS office has access to update the county website, the county people couldn’t have posted them.
That leaves 3 options:
1. The county did have the passwords as well as they update their own county website
2. The SoS office has access to the county website (legit or not) and posted the passwords themselves
3. A third party hacked into the county website.

Well at least yours is working in some way. Right now when it comes to this, mine is not working at all. :-(
I just asked my daughter who worked for Bechtel here in the Hanford Nuclear Area. This is what I asked her.
“At your work you had a passcode to get into your computers but did your boss also have access to get into your computers?”
Her reply was:
“Yes and no. We made up our own passwords that only we know, but we also had a database administrator and IT support. If they had need to, they could access our computers.”
What I don’t know is WHERE exactly were these passcodes of the SoS posted? Was it on the County Clerks website? If so it sounds like based on what my daughter said the SoS could of herself or got one of her henchmen to access the County Clerks computer and put them there themselves. I think that is what the County Clerk believes happened.
Does this make any sense?
