Well, my source is “Politico” so this could be an accurate quote or not. They said he said this at the 6 JAN rally...
“I just spoke to Mike. I said: ‘Mike, that doesn’t take courage. What takes courage is to do nothing. That takes courage,’” Trump said at the rally. “And then we’re stuck with a president who lost the election by a lot, and we have to live with that for four more years. We’re just not going to let that happen.”
It does sound as though he said it at the Jan 6 rally, I did not watch it so I’ll dig it up and see if I can give it a listen. I saw the same quote I think on a Fox article, and also on GAW.

And I think the “do nothing” might have been referring to the ‘do not certify’.
