Dems in my state (WI) did this years ago to try to stop Gov. Walker’s Act 10 which broke up state employee unions ( no more mandatory union dues), and other good things. They fled to northern Illinois.
Out of state, out of a job. If they leave, then they’ve abandoned their jobs and should be considered non-reps. At that point, a quorum consists of all remaining members. IMHO, of course.
