I'm also noticing massive data manipulation such as Powder River County, Montana with a population of 1,682 people (census 2019.) They have a total reported contracted number of cases at 9,583 people (john Hopkins.)

I see why - the actual confirmed cases are 154 out of a population of 1607. That is 9.583%. If you take 9.583% times 100,000 - you get 9583. They have extrapolated it to 100 thousand so that comparisons with larger population areas will be somewhat consistent per capita... I think.

Not sure why there is a difference in the population numbers unless they used a different census than you did?
