I've noticed that a lot of people who wouldn't normally driving have been since the lockdown. They wouldn't take mass transit because of fear of COVID or whatnot. They're clearly not used to the constant decision-making processes involved in operating a motor vehicle. Very basic decisions stymie them.
I thought drunk drivers were bad (although you knew what to expect) and texting drivers worse (drive normal until they pull a stupid maneuver) but lockdown-only drivers are way out ahead as some of the dumbest drivers I've come across. They clearly need a handler.
The vehicle you see with a Pennsylvania license plate is likely a New York City transplant who moved out to Pennsylvania.
New York City residents are atrocious drivers. Most have never driven until they moved out to the suburbs and didn't grow up in a family with cars either. They have no sense of anyone other than themselves, they don't signal when turning and changing lanes, they're too arrogant to learn the rules, and the don't grasp that the left lane is a passing lane.
Alec Baldwin, a New York City resident, described on a late night talk show (maybe Leno) how many crashes he had when he first moved to Los Angeles before he finally admitted he needed to get driving lessons.

Other fun facts: Whoever's bumper is in front has the right of way. Handy when changing lanes. Never gesture while driving, to other drivers or someone else in your car. It could be considered obscene and it could land you in jail. Do not drum on your steering wheel or dashboard in time to your music. See gesturing. If it's foggy get off the road somewhere safe. In the US emergency flashers mean warning, slow down, stay clear, or I'm stopped on the shoulder. In Dubai they mean I'm driving really fast and you can follow me at the same speed.
In NJ here for a few years neighboring PA let illegals register a vehicle. That’s how we can spot them, PA license plates that never seem to leave.
But now our governor gives them licenses too so doesn’t matter anymore.
As a humorous aside, a few years ago a female assistant manager at my company asked if I would support the "day without a Mexican day" that was so trendy at the time. I said, "You mean the day that everyone has car insurance day?". She was not amused.

Used to have a job that required regular travel to Puerto Rico. Crazy, no-rules driving was the rule rather than the exception. Never saw a car there that didn’t have at least 1 dent.
They didnt. ...They drive without DL, insurance, etc...

A couple of years ago a Somali woman driving in Mankato, MN had the rear door of her car pop open and a small child, fortunately strapped into a car seat was ejected into the street. The woman kept driving and did not notice. The event was captured on a dash cam. The woman had failed to attach the car seat to the rear seat. Fortunately the child was unhurt. The woman had only a learners permit and was not supposed to be driving alone. Sadly she was given a slap on the wrist and was not arrested for child endangerment or had her child placed in protective custody.
I have often observed Somali women driving with small children not in car seats or even wearing seatbelts.
Most of the immigrant Latinos I know drive aggressively, so they fit in my neck of the woods. East Asian woman on the other hand…
I live in Fort Worth, and used to drive in Dallas traffic to work. I know what you mean.
I also have a saying, if you don't like Dallas traffic, live in Houston for six years like I did. Imagine Dallas, with twice as many illegals on the roads, and it rains twice as much.
Wow. Dallas is bad enough. As far as Dallas drivers go I really don’t know which is worse, the south of the border insurance scofflaws, the ride in your trunk wanna be Earnhardts in their lift kit trucks or the vastly more important than anyone else Mercedes/BMW crew that roars down out of McKinney and The Colony every day. Never a dull moment!
I have found the trucks are the worst, followed by some of the high dollar cars.
What is funny is that if you watch car auctions, Mercedes and BMWs that cost up to 5X a domestic or Japanese depreciate to the same price as the others.
