I think the US Military has been in charge for quite some time and are working through their Law of War procedures for regaining control of the territory (United States of America) from the Unrecognized Government/Belligerents. I’m trying to read through the whole thing to get a better understanding of where we might be and how much longer it might be before the territory is returned to the rightful power.

Where are you reading the Law of War Manual? Is it downloadable?
What you described is what I got out of the couple of videos I watched. Also he explained using a technical term from the LOW about steps that need to be taken (you referred to that above) before the sovereign power can take out the belligerent occupiers, and that what Trump has down with lawsuits and so on is part of those legal steps that have to be taken.
(Sorry, that was a horrible sentence but I’m very tired...)
LoW already allows for the destruction of the type of forces (people) we are facing. Since we have it all perhaps the pace of ops can be increased. Show some scalps etc.
