Majic Eyes’ videos proffer that the US is already under occupation by a foreign power (China, through Biden), so everything that’s been happening since the occupying force assumed control falls under the Law of War Manual and its procedures.
So the start date was when Biden assumed office and perhaps even during the transition and two key chapters of The Law of War Manual apply and Q referred to them both, according to Majic Eyes. Chapter 11 of the Manual deals with the mechanics of Military Occupation once it’s been determined that an Unrecognized Government/Belligerents have taken control of the government apparatus from the rightful power. Chapter 18 deals with the Implementation and Enforcement of the Law of War.
I think the US Military has been in charge for quite some time and are working through their Law of War procedures for regaining control of the territory (United States of America) from the Unrecognized Government/Belligerents. I’m trying to read through the whole thing to get a better understanding of where we might be and how much longer it might be before the territory is returned to the rightful power.

What you described is what I got out of the couple of videos I watched. Also he explained using a technical term from the LOW about steps that need to be taken (you referred to that above) before the sovereign power can take out the belligerent occupiers, and that what Trump has down with lawsuits and so on is part of those legal steps that have to be taken.
