When sails were the primary method of propulsion it was common for ships to use the tide to get out of port. The sails might be raised and clewed up (furled) and not providing draw unless the wind was right.

Until the sails were "set" they did not provide motive power. Therefore, until you had "set sail(s)" you hadn't really departed, hence the term.
