Good question. All the claimed locations the painting was made was near London which has no cliffs. I honestly don't know where that was made. I guessing near cliffs of Dover maybe Cliffs Birling gap.

Actually, I think that painting depicts King Canute’s explaining to his men that only God and not he can command the tides. And, I could be wrong, but I don’t think Canute hung out in Cornwall.
