Lawyers have to sort that out. IMO otherwise refers to other than asking for vaccination proof. Which is essentially what they’re doing, adopting different standards and costs for those who voluntarily show vaccination proof, which they’re not specifically doing, and those who don’t. If instituting screening protocols meant asking for proof of vaccination, they the law is useless.
The law is mainly for the small fry, where people have to deal with ineveryday life such as stores, restaurants, gyms etc.
A large ship with 6000 passengers (like my recent cruise on Oasis of the Seas) is entirely a different situation.
Gov DeSantis agenda is highly pro-cruising from Florida ports. I have a feeling he badly wants cruises to begin sailing again from Florida ports, and will not stop them from obeying CDC guidelines, made SPECIALLY FOR CRUISES.
