As far as I know (and hopefully someone who knows better will correct), this vote required 60 yes votes to pass.
Found the answer:
“The Senate rules permit a senator, or a series of senators, to speak for as long as they wish, and on any topic they choose, unless “three-fifths of the Senators duly chosen and sworn”[1] (currently 60 out of 100) vote to close debate by invoking cloture under Senate Rule XXII.”
Looks like 60 no matter what. The only other way to for the Dems to use the nuclear option.
