Found the answer:

“The Senate rules permit a senator, or a series of senators, to speak for as long as they wish, and on any topic they choose, unless “three-fifths of the Senators duly chosen and sworn”[1] (currently 60 out of 100) vote to close debate by invoking cloture under Senate Rule XXII.”

Looks like 60 no matter what. The only other way to for the Dems to use the nuclear option.

Thank you - I thought it had something to do with filibuster. I think they have to vote on eliminating the filibuster rule and they can’t get 60 to vote to eliminate it. If I’m wrong let me know!
