Remember when Biden was always mumbling? I thought he sounded completely demented. Now he is speaking more clearly and he just sounds evil.

Biden could have some periods of dementia and some of at least partial awareness (enough to sound somewhat conscious). In his babbling periods I can’t be sure he knows what he is doing or saying. I suspect they have found some medication to help him when he is on camera.
