Biden could have some periods of dementia and some of at least partial awareness (enough to sound somewhat conscious). In his babbling periods I can’t be sure he knows what he is doing or saying. I suspect they have found some medication to help him when he is on camera.
It would be nice if they'd not keep the name of this wonder medication a State Secret.
