HRC likely thought the Gold should belong to her. Since Marc Rich breaking the embargo was how Qaddafi got a lot of money from the black market deals.
Likely that the CF and or some other HRC affiliated organization got their cut of it too.
Remember that the toon pardoned Marc Rich a the last moment. That didn’t happen for free. JMHO of course.
