This is true, because the current Republican minority is either solidly in-on-it, or complicit in cooperating with those Republicans who are.
We know this because we can count. How many R’s are all talk & decorum, but no volume and no action.
Constituents? The Same question.

We have what(?) maybe 10 at Most, in each chamber?
To bring change or consequences, or President Trump’s Return, only in a HERD will Constituents ever be Heard to make these events possible.
Constituents need to step up-take over the Republican Chair Committees, get involved locally and at a state level, run for office and send the establishment out the door at a minimum.
Show up at meetings - be proud of America First policies and insist on getting rid of the Marxist Crap.

I really, really wish people would take into account the fact that many states’ elections are TOTALLY CORRUPT and have been for many election cycles.
