As a pipeline guy (25 years in interstate NatGas pipeline), this is ridiculous.
Yes, the valves can be operated by hand but the electric pumps that move the liquid are inter-connected by computer logic controllers (PLC) which, in turn are controlled by SCADA and “orders” sent from a central location.
Sheruft is NOT a pipeline guy with real knowledge.
