Forging an official document is a crime. This would be forgery due to the CDC logo. There could be penalties or consequences. I do not recommend it.

That being said, owning counterfeit Raybans is a crime as well, whereas owning a pair of commonly sold Roybans is not. The enterprising counterfeiters change small unnoticeable parts of the logo to avoid copyright infringement. Sometimes even hide “For entertainment use only” in the illegible fine print.

I am not a lawyer and suggest nothing whatsoever to anyone by this observation. Not even to the photoshop folks here.

Owning counterfeit consumer goods is a crime? How can that be?

And yes, I know that knockoffs are made legal to produce and sell by making minor changes.
