The bear almost seemed half-asleep. Wonder if it recently got out of hibernation, i which case it is likely hungry. Probably followed the guy hoping he would throw it some food.

This is the problem with people feeding wildlife in parks and such. The animals quickly lose their fear of humans and come to rely on humans for easy meals. But they’re still wild animals. This invariably sets up dangerous interactions later. The people kicking off the process with casually feeding the wildlife usually aren’t around when things get ugly for somebody else down the road.

From the article Matthews retreated towards his car and continued talking to the bear, seeking to convince it he was human and “not to be mistaken with any other animal”...After stalking the runner for half a mile, the bear ran back into the woods.. My guess it was territorial, perhaps a jogger getting too close to cubs. If so, cubs fortunately far enough in the woods not to precipitate an immediate attack.
